Institutionally, it operates as a living civic instrument—a centralized hub that brings together advanced environmental monitoring, citizen science, and local storytelling to make our relationship with the ocean visible, understandable, and resilient.
Rather than just a static destination, the Coastal Observatory actively tracks the pulse of our changing coastline. By gathering real-time ocean data, hosting community observation programs, and translating complex data into public art like the Luminous Echo, the Coastal Observatory transforms our iconic pier into a collaborative platform for coastal stewardship and education.

We do not intend to wait while this temporary devastation fades into a distant memory. The Luminous Echo is an immediate, visible beacon of hope designed to sit directly on the existing closed structure. It is our public announcement to the world that we love this pier, we want it rebuilt, and we are actively working to realize a vision worthy of our community's attention and funding.
We understand the deep value of our dark coastal skies, which is why the Luminous Echo is a civic ritual of coastal observation. It is not intended as a spectacle; it is a translation. Strictly designed as a low-impact, ecologically mindful installation, it transforms observation into experience—helping people see connections that might otherwise remain invisible. Driven by a network of real-time environmental sensors—capturing everything from tide logs and wave monitors to acoustic feeds tracking offshore whale sounds—the installation acts as a living translation of the ocean.

Through this growing data network, residents and visitors will be able to receive real-time wildlife migration alerts, monitor shoreline water quality, access live environmental conditions, and directly participate in local stewardship and coastal mitigation efforts.
